You're being bothered by a telemarketer... but you haven't tried asking them not to call. Then on what grounds exactly are you complaining?
And telemarketing isn't a scam. It's a perfectly legitimate, if intensely annoying, way to advertise your business and attract customers. It is also obviously a successful method, or people wouldn't do it. But it is not a scam. That isn't to say there aren't people who won't use similar means to con money out of you. But most are perfectly legal.
Incidently, "that's no big surprise to anyone but me" reads that it's a big surprise to you, but not to everyone else.
And of course it will take 31 days for you to be removed universally from lists. Most places will update their contact database once a month. Therefore you have to wait a full month for all companies to have updated without your number/with donotcall against your number.
