I've seen many explanations. From cultural changes, to Racial differences within the Klingons.
To wit. The OS klingons first encountered by Earthers (pre-and post-starfleet) were lower caste klingons that did the dirty work.
Or, were "klingonized" races that the klingons conquered prior to meeting the Federales.
The newer Klingons are explained in the debate and the actual "True" Klings that surfaced when they figured the Feds as a threat the lesser Klings couldn't handle.
But it's probably an infinately debatable subject. Whose real answer is "Budget".
