Wasn't this explained in Enterprise?

Something to do with the whole genetically-enhanced humans storyline - the klingons tried to genetically enhance some of their own using the humans as templates, but neglected to foresee that human DNA might leak in...which it did, and started taking over their genetic structure...and they're what Kirk met, the klingon genetic mutants, hence the human appearance. Of course, we all know the real answer - they had more money for alien appearance on Next Gen ;-) But I do believe that's how TPTB tried to explain it.
