*Somebody* must've talked about this incident, TWO MONTHS down the line! If it was just taken by everybody as a compliment, that wouldn't have happened. And I know how dirty you can make totally innocent things sound on occasion. Which can be fun, or not... So perhaps somebody took it the wrong way, you know? Somebody else in the room? A particularly gossiping friend of the lady?
Without knowing whether it'd be possible to do this or not here's what I'd do (purely on a personal title, since I'm not qualified to advise on legal matters in your country and especially in your military at all!) -
I'd go to the woman complimented (preferably not like in a 1-on-1 situation so it can't be taken as further harassment either), tell her about this visit from JAG and - without admitting to harassment - tell her that I most sincerely meant only to compliment her, would never look at a colleague *that way* since I have a girl and a baby at home, and had absolutely not realized it could be taken as harassment etc. Then I'd offer my sincerest apologies in case she was offended and joke that I'll never make a compliment again or something like that... Again that's what I'd do, I'm not saying you must.
