Suggestions:
If your registrar (who actually decides where to point your domain, unless you take control of your DNS yourself - I would NOT recommend this for you) gives you an option to redirect your domain to another URL, then it's really easy - sign up for one of the hundreds of free webhosts (angelfire, geocities, google pages, even just a blog somewhere) and stick the URL to that in as your redirect.
If not, and they insist on an IP address of your server... well, that's a little more tricky, and beyond what I think you can do for free. -- Miguel.
