perhaps it could be argued..
that it is primarily in-ear devices - things that cut off your hearing (of anything else) to a high degree that is the problem.

or maybe its not concentration, but using one hand that worries the government - which would show that they havent investigated the issue very thoroughly

i think banning mobiles is a good thing - ive seen people driving very dangerously; some driving with elbows for example.
and only the other day i saw a woman driving with her hazard lights on while she was on the phone - as a warning to others to take extra care around her as if she was saying 'im not taking care so you should'..
yes its illegal here but most still do it anyway
