some of them (at least in ireland and uk) do try to romanticise it but its not common - such as putting a ring in your cake.
often men (or hey, women) propose in a restaurant or when having a nice meal at home. Or just on a regular date.
Though they are fond of chosing special calendar dates to propose such as anniversaries and birthdays.
engagements are important but in america they go all out it seems ;)
just look at the fuss over sweet 16 birthdays over there! 16 is no different than any other bday over here.
