I think they put sex ed in the RE classes because religions usually put rules on sex. (When it's appropriate, where, with whom, etc.) When I was in high school (a Baptist private school), the Bible teacher and the science teacher got together and coordinated teaching schedules so we'd get both lectures on sex at the same time, the physical side in science class and the spiritual side in Bible class.
