here, your parents (or anyone with a drivers licence for that matter) can teach you to drive, provided you have a learners permit, which all you need to get is to pay some money and take a written exam.

If your parents teach you to drive, how can you be sure every driver has a certain minimum driving skills? With schools, it's easier to tell what you need to do in order to pass. And, in theory, it's also easier to check those schools to see if they do it right. It's a lot harder to do that if everyone like parents and friends can do that. I mean, it's not as if they often do that more than once or twice.
Not to say that all those driving schools are the same, and I'm sure there could be a few really really bad ones among them, but meh...I'd have to look that up or something. :-P
And I also don't know how far this certifying of schools goes. I mean, if *all* schools have them or not. But being certified would at the very least show a certain level of quality. And that might be what some people want when learning how to drive..........apart from which school is the cheapest! ;-)
