Here you need at least one, usually two (only valid for half year) notes from the city hall saying you live where you say you live.
Then you need your theory, which is 30 euro, and most people need two takes on that one (some like ten though)
Then you need a ton of lessons! Which you all pay for and meanwhile aren't allowed to drive. I pay 57 for 1,5 hours.
Then you need a declaration of health indeed, but it's free unless you have some health problem, but you can skip the eye exam - what they do is lead you outside, pace off something like 30 metres from a random parked car, and ask you to read the number plate. That's the eye exam and is for free.
Then you pay 240 euros for the practical exam, and the average times taken is 2.5 I seem to remember.
And then when you drive you need the insurance indeed, which is very expensive when you're just starting out.
And the car tax which is like 100 euros per three months for a pretty average European car (let alone SUVs which are way more expensive).
