glasses

The defition of legal blindness (20/400) is that you have "worse visual acuity than 20/200 even with corrective lenses".
If you can read the first letter with glasses, you're 20/200, not 20/400.
Again, look at the quote I posted:
"If you are unable to read the big āEā on the chart at 20 feet away, even with corrective lenses, then you have 20/400 vision categorized by the World Health Organization (WHO) as blindness."
