In my opinion, this is sotemhing that happens by design' and not by chance Usability is one feature that isn't a packaged component of the application because it is a milking cow. It can be made a long drawn process per needs of different user groups, thus ringing in daily consulting rates into solution providers' cash registers. There is a reason User Acceptance Testing is named such and needs to be taken more seriously than the Beta roll out it sometimes is.
