I know people down there who can see the smoke and such.
And apparently the bang was heard in the Netherlands, although I've only seen one person say that and without a source.
However I would recommend to people that instead of reading CNN's "omgitcouldbeterrorists!!!!" article, they head to the BBC.

I mean come on, what the hell kind of journalism is "Officials at nearby Luton Airport told British television network ITN the blast did not involve an aircraft and was not on airport grounds." Why the hell would you even ask "did that explosion that happened at a fuel depot happen at your airport?" It's 10 miles away!
And incidently, I wouldn't exactly call ITN a television network. They're a company who make television news for the three terrestrial commercial channels.
