Could equally be the case here
Until a few years ago, it wouldn't have seemed at all remarkable to have an entire winter without any snowfall - or perhaps with the odd snow shower, but it not settling. We happen to have had exceptionally harsh winters in 08-09, 09-10 and 10-11 (that one was the worst, with snow falling in late November and still being on the ground in January - snow lasting even a week would normally be considered a long time). But normally we really don't get much snow here at all, maybe a day or two each winter - usually January or February - but just a couple of centimetres at most.

At least in December he can probably predict the weather reasonably well for his plans. With an early April birthday I could be looking at warm and sunny (April 2011 was absolutely glorious) or wet and miserable (my default expectation). Or, clearly, cold and snowy.

November-February are just about the only months you used to be able to somewhat predict here - in that you know it will be cold, it's just how cold you can't guess, and it's quite likely to rain because it's England and it's always quite likely to rain. But now there's always that awareness that we could have another ridiculously snowy winter. And any other time of year you just can't assume anything. Sometimes spring is warm, sometimes it's cold. Summer can be warm, it can be hot, it can be cold, it's frequently wet. Autumn is usually wet, but September and October can have random warm dry weeks. Or they might not.

(When people learn of my June wedding date, they often say "I hope you didn't pick that because you thought it would be good weather" but fortunately I'm far too smart to have thought I could pick a date based on weather probability! Early June can be absolutely lovely. And it can be rubbish. Best just to hope for the former, prepare for the latter.)
