It's just that in many houses, that hot water is then also pushed around the house to heat the place. But equally a lot of poor sods have to rely on electric heaters (or my first place post-uni, 'warm air' which just puffed warm air ineffectively into the room and was utterly useless against a cold Cumbrian winter, my flat was 15C all winter!)
So it would still be an embuggerance if your boiler broke as cold showers aren't much fun in the winter. (My boiler broke a few years ago and took two weeks to get repaired - thankfully it was the middle of a fairly warm summer, and my shower was electric.)
