to run ncpa.cpl, check the tcp/ip properties of the wireless network adapter and reset it to 'obtain ip address automatically' and 'obtain dns server automatically', then reboot.
then find the hosts file in %windir%\system32\drivers\etc\hosts. or %windir%\hosts. and removing it entirely. then run a netsh winsock reset command and reboot
find and run a norton products removal tool and let it remove any trace of any of norton's products, thereby hopefully removing the item that causes this problem, then reboot.
then find out exactly what network adapter is in the laptop and go to the manufacturer's website to download the latest driver (without utility, please) and install that to ensure you have the latest driver for your wifi adapter.
then try to connect.
