There are a few sites offering legitimate music downloads for free, though you won't get the top 40 chart that way (personally I tend to see that as a good thing).
www.jamendo.com has a lot of unsigned artists, some pretty decent stuff in there.
www.bestmp3links.com is used by some of my friends, but I don't myself.
You can also get actual CDs (shock, horror) pretty cheaply off amazon and places, they usually have a category for ones less than $£€n, for n>1.
