Is usually down to the cool-down period. The period in which a person can order something and then cancel it without having to pay any costs at all. It's a legal thing here in Europe - 7 days here. So basically they take your order, poke around in their collective noses for 7 days, and then finally pick it up and do something with it.
Unless of course you sign a form stating that you do not wish to use the cool-down period and want the order to process rightaway.
What's funny is that a lot of people don't know this, even in the stores and callcenters where they take the orders. I usually have to explain and explain and explain until finally someone shows up that does know what I'm talking about and then everything's good.
