On the other hand... It's the stupid stay at home single moms with no education (I'm not saying all single moms are stupid, but the ones staying on welfare seem to be disproportionately often so) and the lower class that tend to spend the most on consumption goods.
If you give the money to higher educated people... Well they'll do something smart with it. They won't buy the goods the economy floats on. They might get a macbook or something and that's it, not 15 pair of different jeans and 30 different blouses...
