Sexual harassment depends on context. If someone I know and respect says to me that I look good in an outfit, I'd be delighted.
Then again, if the sleazy bastard who sits across the office from me said the same thing, I'd wanna go and hurl somewhere. For the rest of eternity.
I don't know which one of these you are to her. But either way, it's up to the woman to decide if she's being harassed or not - not some interloper who probably shouldn't have been listening in to the conversation anyway. Pervert.
