And I can't be bothered to hit youtube for it right now. But I had always presumed (having a rough concept of what "the telex machine" meant in the context of the song) that that is what was being used to communicate news on the school shooting to the news agencies (as Johan mentioned) which they then broadcast on tv. "as it types to the waiting world" is a metaphor really - the telex machine itself isn't involved in the communication with the population, but it enables the tv to.
