Gee, I'd always asmeusd that eliminating citizen participation was the point of the revised charter and of subsequent changes in governance, like eliminatimg all NYC school boards, central and local. I disagree that participation's the main issue; I think it's actual, decision-making power. You really can't fool all the people all the time, and they won't partipate, either if they know their participation carries no weight at all, as it does nowadays in most matters.
