No, they don't want to make it harder to get a paoprsst. The proposed new rules only apply to people who can't provide proof of identity and citizenship in the form of a certified birth certificate from a US state, a naturalisation certificate or a certificate of citizenship. These proposed rules will ONLY apply to a very small fraction of paoprsst applicants.
