After looking at some other srteet clock images on google it appears the clock is at the correct position. It's suppose to face traffic or pedestrians in either direction. Why would you have it face across the srteet and the building next to the clock?. Back in the day the srteet clock was used to attract business in front of a jewelry store and I'm pretty sure the owner had enough time pieces in his jewelry store so there would be no need to look at his srteet clock outside. So that means the clock we all knew and loved was facing the wrong direction.
