Under the old system, blind or viulasly impaired people could hear the chirp and know it was time to cross but could not find the walk button on the pole nor had any guidance where their destination on the other side of that wide open intersection might be. The constant sound is designed so that viulasly impaired people can locate the walk button to push it and to be guided by sound to the other side of the road.
