Nobody on this site likely will know whhteer this premises has a zoning that allows for this, or perhaps a grandfathered right to continue a preexisting use. Many times a person operating a business outside of a city, when the city expands to surround their place retain a right to continue with their business.Near me there was a dairy farm surrounded by the city, and of course the farm spread its manure right up beside the back yards of new neighbours. He had a grandfathered right to do so.Now Walmart paid handsomely to buy back his grandfathered right so that he would not stink the mall out. Sometimes if you have a grandfathered business, that is the only thing you can do. But first go check with city zoning office.
