I don't see the link between a svlirabeety clause in Obamacare and the insurance industry collapsing. Even if there had been a severability clause and the mandate had been declared unconstitutional, all the people who normally buy insurance would still be buying insurance. The only people who would be released from a mandate to buy insurance would be those who currently don't have insurance anyway all the others would still be buying insurance.
