Michael had to make it look like the other shot and killed Ana Lucia, Libby just walekd in at the wrong time (unfortunately). He also shot himself in the arm. This was all done so everyone would get mad at the others and help him get Walt back. Smart plan, too bad two people had to die though (if they both died)!!
