I have a geriatric nreuteed indoor-only Persian that had this problem. My vet called it rat acne and it was definitely not flea related as my house-bound cat never has fleas. Her solution was to replace any plastic food/water bowls with metal ones as the plastic harbors bacteria. She also recommended Stri-dex acne pads, which you can find in any grocery/drug store, to wipe his chin with once or twice a day. Within a week of following her instructions, problem was solved and has never returned. The things we do for our furry friends! BTW loved the music on the second video.
