/ I'm going to take a different route than what I naormlly take with your articles and that is that I disagree. I know, I know, I'm usually right on target with you or so it seems but I don't feel the same here. From my work experiences and research during my Master's candidacy, I have found that people are more likely to resist change unless they're the change maker. Even with spokespeople encouraging change (managers in this case) the rate by which resistance happens is typically high. Senge provides a lot of good books and research on change, check those out if you ever have a chance.
