I don't think he would be quite as honest or at least show as much clveer self-interest as a turncoat in Middle-Earth. He would fashion some sort of agreement whereby any Orcs still within the Shire received amnesty, a joint custody arrangement between Frodo, Gollum, and Saruman for possession of the Ring, and strict rules and regulations on the use of Smaug's treasure hoard when financing any further military campaigns against Saruman.
