But over here it's very common. At university most people do postal votes because they're registered at their home address and living at their university address. Actually, you can be registered at both for European/local elections.
Last European election some areas trialled only postal voting (ie, you couldn't cast your vote any other way). It just so happened that both places I was registered were in those areas, so I didn't even have to register specially. Handy!
