I messed up slightly though. It's the lives of 500 million who will be affected, rather than 500 million having the chance to vote. I'm pretty certain in the EU we have a few people under 18 who haven't got a vote yet ;0) Also I somehow doubt we'll get 100% turnout. We'll be lucky to get 20% here in the UK (though in live in the vain hope that people will realise that voter apathy is how the far right is gaining increasing influence and turn out to vote for anyone but them).
Of course, since you can legally live in multiple places some people will be voting twice... but not that many. (When I was at university I was registered both at university and at home. For our national parliamentary election you can only vote in one place, but for any others you can vote in both.)
I've been wondering how citizenship affects voting. I have an Argentinian colleague who lives here on the basis of Italian (ancestral) citizenship. Presumably he gets a vote for this region of England because he's resident here, but can he also vote somewhere in Italy. He's never lived there, but is a full citizen.
