I have no clue on how to do this, so I thought I'd come to the masters. I'm part of a few different CSI forums, and sometimes we want to get into these big long wonderful discussions, but weeding through the people going "woo!" or "YOU SUCK" is nausiating. So, I want to create a haven for those who desire to discuss at length.
How on earth do I start this bizarre and strange endeavor? Any help is appreciated! :)

Well, as far as I can see, you either create one (or force someone to create one for you ;-)) or use a (free) template from a site that lets you host a forum there.
The second option is probably the easiest, but might have some more limitations compared to creating from scratch. Searching online will probably provide loads of websites where you can create a forum. Don't know if there's much difference in quality, though.
And I get the impression that most are in the phpbb-ish kind of format, but I could be wrong there. Finding one that's slightly more like the tree-like forum style here might be a bit harder to find. But I don't know your exact wishes, so I can't really comment on that.
