I think most (long running) sitcoms, actually, do allow for a bit of growth on the part of their characters, but it usually is only really obvious when you're looking at the beginning and the end of the series.
For example - in Friends Chandler goes from being possibly the most neurotic man in the known world at the beginning of season one to a happily married man with responsibilities that make him happy.
