You can do it on Windows with PuTTY (http://www.chiark.greenend.org.uk/~sgtatham/putty/). Iirc, PuTTY actually has a gui option for port forwarding/tunneling.
That's for the client, at least. Dunno exactly how to get an ssh server running on windows.
On the other hand, you could just take Dum's suggestion and run an http proxy. I have even less of an idea how to do that, of course. You'd have to ask Dummy.
