It's not enough to pass the exam for advancement. The Navy only advances the top [insert variable number here] percent of those who score well on the exam, and this percentile is different with each rate, depending on how full or undermanned the rate is. My rate is overmanned, so overmanned rates advance fewer people by making the percentile smaller.
